Jowan R. Thornton
Network Director
Based in Phoenix, AZ, Jowan has an MS in Management from the University of Maryland. Jowan has over a decade of experience working with nonprofits, government entities, and a broad array of institutional partners to advance equitable solutions advancing data-driven and inclusive practices in New York, Arizona, and California.

Lowell Garthwaite
Regional Network Director, Southwest
Based in Frisco, TX, Lowell has a MBA from UC Berkeley-Haas and a BS in Systems Engineering and Middle Eastern Studies from the United States Military Academy at West Point. Lowell has deep experience in healthcare delivery, population health, technology, and social impact. Most recently, he led business operations at Lark Health, a Series D technology company for patients at risk for, or who suffer from, chronic conditions.

Julie Garcia
Senior Community Engagement Manager
Based in Phoenix, AZ, Julie has an M.S. in education and over 20 years of public health experience. Julie has worked for state and county government entities and non-profit organizations in New Mexico and Arizona focusing on community health, employee health, and school health.

Patrick Van Wyck
Network Health Manager
Born, raised, and based in Flagstaff, AZ, Patrick has degrees in anthropology and information technology. Patrick has experience using data to drive decision-making and loves to collaborate.

Brian An
Growth Marketing Manager
Based in Los Angeles, CA, Brian has a B.A. in Integrative biology from the University of California, Berkeley. Brian has nearly a decade of experience developing multi-channel marketing strategies for various clients on the agency side.

Anita Khoshaba
Analyst, Network Health
Born, raised, and based in Reno, NV, Anita has a B.S. in neuroscience from the University of Nevada, Reno; and is currently pursuing a dual Master's degree in data science and business administration. Anita has experience using data science and information systems to interpret healthcare and social care through clinical trials, NIH-based research, and SDoH platforms.

Sebastian Blackwell
Community Engagement Manager
Based in Phoenix, AZ, Sebastian (he/him) has a degree in sociology from Arizona State University. Sebastian has experience in nonprofit program management and evaluation specializing in domestic violence, youth, and LGBTQ services.

Melissa Mooney
Network Optimization Specialist
Based in Springfield, IL Melissa has a bachelors degree in Social Work from the University of Illinois, Springfield and over 10 years of experience working within her community to connect people with needed services and support. Melissa has also worked to build and support community programming that fills identified gaps and focuses on health equity.
Community work is my passion. I am inspired by the work done by community-based organizations and am humbled when partners instill their trust in me to work alongside them to solve some of our most pressing health-related issues. I have been fortunate that my public health work has allowed me the opportunity to support rural areas, metropolitan cities, and some of our Tribal communities in the Southwest. I will continue to fight for a place of equity as I believe we all have a right to live in a community that supports us to live our healthiest lives.
